05' 350z Headlights Adjustment...

I can barely see at night. I have the projection headlights but it's aimed really low. I took it to the dealership and after waiting a while they were "done". I tested it out at night and it was at the same spot it was before. At a red light my beam is alittle below the top of the rear bumper of a car. I think it needs to be at least to the top of the license plate. Anyway, is it not possible to adjust them, or was the dealership just lazy?

Good thing this car has quick handling, I've had to swerve quickly to avoid this guy that walks his dog 24\7 for some reason. That is how low this thing is...
