The problem is you have AIR in the cooling system and it is stuck in your heater core. When you bring the RPM up it pushs more coolant thru and heats up.
Easiest way to fix is lay a paper clip under the seal of your radiator cap put it back on crisssross the paper clip to keep the seal from sealing in the radiator
Raise front of car high as poss on a hill or jack stands ect, Take the coolant overflow bottle loose, Hang it from the hood latch striker with a coat hagner or wire.
Make sure the overflow bottle is topped off and let the car run for awhile squezzing the upper radiator hose at times and gently reving the engine to get the air out. Once the air is out your heat will work correctly
It takes some time (usually 30 mintues or so) to get the air out.
Check your cap and make sure the seal is not swelled up. Keep your overflow bottle topped of to prevent it from happening again.
