'04 Frontier fender flare question

I have a question about the '04 Frontiers with the fender flares that have the bolted on/riveted on look.

Are these flares actually bolted to the fenders where the plastic bolt covers are? Or are they just bolted to the fenders around the fender lips?

If those plastic bolt covers are fake I'm thinking about taking them off and installing the flares from the base model trucks.

i think they are just plastic... i have that truck and when you tap on the "bolts" on the fender they are plastic... i havnt actually removed them... but i would guess that they are just like body clips holding those flares on
