03 M45 - Ballast or Bust

Left low beam out, and after replace bulb and troubleshooting with no luck :slap: , the ballast is next. Is the HID Control Unit (referred in manual) same as the ballast?

So how do I reach it please? Need entire headlamp assembly out first? If so than grill and front bumper must completely come off?? :wtf2:

Or should I pull left wheel, and reach ballast inside wall of wheel well? :werd:
