03 G35 Front Bumper Issue

Recently due to some mishaps with parking blocks and a random road object, my splash guard under the front bumper has come loose and is scraping the ground. I have a couple of questions:

1) Is that part even necessary?? Can I just remove it and be back to business as usual?

2) If it is necessary, could I just replace that instead of the whole front bumper.

There are two important pieces down there.

One is the actual cover. The other is a short lip that hangs vertically.

Both are important for high speed stability and fuel economy.

The cover is relatively cheap ~$100. The little lip is like $300+.
