02 sensor problem

Alight, Im starting to think that my o2 sensor is not working. I dont have a CEL but my MPG sucks azz - 15 MPG. I know other SR's that get like 450 miles to a tank, i get 250. I dont think i spliced the right wires during the swap. Can someone tell me how to check if the o2 senor is getting power or being used at all and also what wires are supposed to be spliced around the battery area. This is a s13-s13 swap. Thanks in advance. Im at stock boost and am pretty much a conservative driver (in most cases). BTW, i already checked HT FAQ but its seems kinda confusing.
