So, if I have this right, you turn the key to start, and nothing. No noise, no crank. Then the other time, you released the key from the start position, and it returned to the "on" position as it should, however, the starter solenoid was stuck engaged.
If that's correct, I suspect the park neutral relay is failing. When you turn the key to start, it closes and sends 12 volts from the relay to the starter solenoid. Sounds like it is sticking pretty badly.
Cheap and easy to replace. It's with the other relays on the passenger side of the engine bay. I replaced mine a few tears ago - under 10 bucks at Autozone if I remember right. Probably more now.
Try starting there!
