02 Max overheating

While setting in traffic the car starts to overheat. The temp gauge maxs out and the a/c start blowing warn humid air. But when on the hwy it runs with no overheating problems. I took it a local mechanic and he replaced the fan blower motor, which worked fine, but the car still overheats.
