'02 headlight ballast

Hi Everybody,I have an '02 Q. The passenger side low beam is out.It used to flicked some and then stabilize. I believe it must be the ballast.I bought a bulb knowing that it might not work. I replaced the drivers side bulb already. It never flickered. So of course it didn't work. When I plug the ballast in it pops the fuse. Where can I find a ballast. the prices I have seen so far are insane!Thanks in advance.

Not sure I understand your narrative, but used bulbs are also a crapshoot.
