Primarily a cold air kit will increase horsepower (somewhere around 14.5HP) in high-end RPM's (around 4000 or 5000 RPM's). The increase is most noticeable on the highway at high cruising speeds.
They will suck more gas than usual because you will want to punch on the gas all the time haha
They won't actually decrease your vehicles MPG. They are said to increase a vehicles MPG, but even if it does, it's a negligible amount because I certainly have not seen an increase in MPG.
Cold air kits will increase under hood noise, mainly during acceleration. You are essentially moving the intake from the driver side fender to the engine bay, so it will be noticeably louder. This is, of course, a good thing. And no, this does not increase cabin noise.
I recommend upgrading to a cold air kit mainly because of their cost savings when compared to standard air filters. I can recharge my filter once a month with the recharging kit and the kit will last roughly six months. That's about $4 per month (the recharge kit is about $25 I believe). This will also ensure that the engine is running at peak performance. K&N recommends recharging the filter something like once a year, which is crazy.
There are MANY different brands which you can buy, all of which have a wide range of pricing. There are pre-molded systems and then there are form-yourself systems. Pre-molded means you just pop it on and you're good to go. Form yourself systems are basically a bunch of pre-bent pipes which allow you to form the intake tube yourself.
