No output can be the blower motor. But that doesn't seem all that likely, if it was running all the time on high before you replaced the control amp.

Edit: I didn't see that you have not yet replaced the amplifier (also called "resistor" but is isn't really in these cars). They can fail in more ways than one. I expect it to be fixed when you put in that new amplifier.
