I had to take action to get my money back by reporting him to PayPal and threatening to go public on NICO / Zilvia / and wherever else I could find him. He wanted to give me back all the money *except* what I paid for shipping (Almost $100). I said "No", again threatened and reasoned with him about why I shouldn't have to pay for his and USPS's mix up.
- The original for sale ad mentioned package was ready to ship. His excuse in the end was that the package wasn't actually ready to ship, and he needed that...3 - 4 days to pull the parts and ship it, after pulling my money of course.
Have seen him to a lot of business locally, but aside from that I wouldn't trust him. If you're really worried, put a claim in at PayPal, you took a good first step making a post on NICO.

It doesn't matter if its a $20 purchase, its still your money. He filled his gas tank half way and you haven't received your coolant resevoir... Well I've tried contacting him via email and phone but he simply doesn't respond. I last spoke to him on May 1st 2008 on the phone and he said he'll call me back in 10 minutes. Yeah I got my money back, it took a week for him to transfer the funds from his account to paypal and then refund this. These are the steps I took:
1: First I tried to resolve it with him, I called USPS to confirm what happened (of course no record of anything like that)
2: I asked for a refund, he complied but said he is out the shipping, and now so am I. I called BS, called USPS and was told that the tracking # he provided me was never activated, and it's not even an international TRK (I am in Canada)
3: Reported to Paypal of a deal gone sour
4: Did a paypal "request funds" from his account of the amount owing to me
5: Told him I would go public to every forum he is on selling things

After all of this, the money was finally transferred back.
He was a nice guy - mostly all the way through. I had a bad experience, with some questionable excuses and stories, but he was always very polite and I treated him with respect and maturity.
In the end I needed those parts to keep my car out of the insurance companies hands - and with time constraints on my shop time at my body shop, I either needed to pay the difference, find some parts, or buy parts through Nissan. I paid for express shipping and never got my parts - in the end I had to fork out $1800 for Nissan parts to save my car from write-off.
I saw that .... looks like I'm not the first nor the last. Good looking out.
