Wrong Ignition Timing Using Blitz and Consult Cable

With my 1994 Q45, I was checking some engine items to trace a rough idle. Fixed it, it was a loose connection. I did notice that my ignition timing was 45 degrees. I was first using my Ebay cable with OBD Scan Tech. I then tried my Blitz cable and had the same result. I then tried Conzult program and had the same results. With OBD Scan Tech, I could retard the timing, but could not increase it. I checked the timing with a timing gun and it was about 15 degrees. Any ideas why so different. Also does anybody have a link to free registered version of Nissan Data Scan?

I vaguely remember this issue. It seems like the pulse it's reading was for a 300z and didn't translate for the Q, but I don't know for sure.

I have used OBD Scan Tech for my 240SX and it seemed to work find. Not sure what the issue is with my Q45?
