Won't rev past 3500-4K under load

I have a 1990 300zx tt I just purchased this vehicle and it won't rev past 3500-4K under load on the street but in neutral it will, I also have cranking and starting issues where it cranks for 10-15 seconds and takes multiple try's to get it started. I have no Hicas light on or engine check light on. Where should I start ?

Even though you don't have the CEL, you need to still check the ECU for codes. OBD-I was designed by the gov't so so it dens't work they way it should. A lot of things will not warrant a CEL, but will still store codes.

RPM related issue is usually the mas, check and clean all your electrical connectors, often it's just a bad connection.
