wheel offset?????

HEy everyone , I have a set of used rims im thinking of putting on my V from my old car. Im not sure what the off set is on the rims but does it make a huge difference if they are way off from the proper specs of the car, 2 tell ya the truth im not really sure what it means? also its a 16 in rim so whats a good tire size they need 205/%&/16, if some can fill in that number it would be great, thanks!!!!
