Wheel noise makes right tire sound like it has flat

on my 2015 Leaf My front right wheel is making a noise and it makes a bumpy feel like it hits a low spot in the road but the road is smooth.

Sounds like the tire has a deformed belt. Jack it up and look for a "hump" or "wiggle" in the tread as the tire spins. A badly deformed belt will usually make a distinct whump-whump-whump noise while you're driving.
