thats the BPT valve. its an emissions part and works in conjunction with the EGR valve, which is another emissions part behind your intake manifold

can that that make a car not start cuz my 240 dosent and its a fuel problem?

It is possible. Judging from the first pic, the vacuum line underneath it is cut. You have a huge air leak. Try and fine another rubber hose to replace that torn one and try starting it again.
