this wire is just dangling for the front bumper and i dont know where it connects to??

That is the sensor for the ambient temp that shows on the climate control so you know the outside temp

I have digital climate control and mine doesn't show me outdoor temperature . 1991.

Mine's a 93 model and also doesn't show the outside temp... Would be nice though...

only the early 90 models had the ambient temperature. The late 90s had the newer ones. Because the bottom half of out climate control pod tells the temperature while yours shows the body because the newer ones can switch through vents older cant. (sorry i probably could have explained that better)
