i love my rb that i just swaped in. soooo glad i didnt do a sr, but for some reason i dont have a limiter. im thinking the ecu what tuned from the car it came out of. it also boosts 12psi steady off the stock wastegate. is that normal. also how many pints of fluid in the transmission? i know that ka is 4.5 pints but i want sure about the rb.

Yes. KA is a 4cylinder and RB is 6cylinder so the tach signal is different and won't read properly... You need to recalibrate your KA tach to read the RB signal. Or you can run an aftermarket tach (and adapter if needed). Or you can buy a precalibrated tach from LS Auto.. Search around on this subject there's been many informative posts about it already.

Regarding oil for the trans, read the FSM (click the link in my sig) and download the manual for the skyline, you'll find all the details about fluid capacity in there.

RB20 has a 10psi gate on it, so you should only be seeing 10psi or so unless you have a MBC or a leak or some other weird issue. It's possible that the spring or WG or something else was modified by someone before you. stock RB turbos don't like much more than 12-14psi fyi.
