Are TSBs honored if your vehicle is out of warranty or do you have to pay for them?

I'm pretty sure TSBs are honored when the car is out of warranty since some of these things aren't "discovered" and deemed poor-quality craftsmanship until years after.

I had a problem with some wind noise on my 01 I30...there was a TSB on this problem, but the dealer said a TSB is not covered under warranty if the vehicle is out of warranty...my car was out of warranty I ended up having to pay for the repairs.
