Touch Up Paint?

I am dying to remove my license plant holder from the front of my car. I saw the tutorial about how to plug the holes but my question is should I use touch up paint or actually go to the PPG store and get paint and clear coat?

lowes hardware $.50..u can find in the trays where u can find grommets and screws and push pins etc
