I was going more for the "don't buy the cheapest tire because it costs less" - that can put you in a bad spot sometimes. You always want to get a decent tire that gets good traction, but I agree with your speed rating point on the same tire.
I would not buy used tires - that has bad news writtten all over it - you don't know where they've been, what has happened to them, if they've ever been repaired, etc...too risky IMO.
