Temperature Gauge not working?

Is it normal for my Temperature gauge to just sit on the bottom of the gauge? I just got this car so I don't know if this is normal. It has gone up a couple of times but lately it has just sat there. If it is broken what can I do to solve this problem. Also my check engine stays on all the time..

Thermostat may be stuck wide open.

check black temp gauge wire on top of water inlet on engine. See if it is broke or corroded.
