stretching tires?

Like this, where they stretch the lip out to fit on the wheel or whatever, can't think of the correct term atm. What is the point? Does it have negative effects on handling, the wheel, tire, anything? It looks good when done just a bit and not over done, when the tire comes out of rolled fenders it looks pretty neat. I've seen it way overdone though. Anyone got some info on why and the effects?

Some nice looking cars on that site.

I looked around, did a little more digging and research. Found out it's done so you can put a wider wheel on your car while being able to lower it down still, the tread of the tire fits under your lip and then the lip on the tire stretches out to your wheel lip. Apparently it won't mess up your ride and you can ride them pretty hard. Some drifters do it to their tires. Neat stuff.

It seems it just makes more sense to get wheels with correct offsets so you can run proper tires sizes. There is no reason why anyone should run 225 on a 9.5" wheel.

Honestly I can't fathom that this doesn't increase the likelihood of sidewall failure, particularly under heavy loads. Granted, I haven't heard anything, but the simple physics of it doesn't add up.
