strange noise and rough idle

i have a loud random buzzing sound, like a small electrical motor, coming from under the hood on my 2000 infiniti i30. the check engine light is on and engine is not running or idling right. any ideas on what it might be? it comes on when i turn the key on before the engine is even running, and also after the key is off. i dont have a lot of money to take it in to the dealer, so i was hoping it might be a simple fix that i can do myself. any help, tips, or ideas are greatly appreciated. thank you.

Seems like a problem with the Electronic Engine Mount. Unplug the connectors to the engine mounts ASAP before it breaks the ECU (could have been damaged already). A short circuit in the Electronic Engine Mount or IACV will 'toast' the ECU.
