"Sticky" Gas/Accelerator Pedal

I'm sure there was something about this on the "old" boards, but I can't see anything about it here?

Basically when the car is cold (in the morning say) the gas/accelerator pedal has a stickyness to it at the initial push. This makes it difficult to do a smooth take off at low speeds.I've noticed that this does not occur as much when the car is warmed up.

Does anybody know what causes this - and what the solution is to rectify it?

I also have another quick question - adjustment of alternator belts. The car is so packed under the hood/bonnet that there is not a great deal of room to adjust the belts (it has started slipping/squealing) - any advice for the easiest way to adjust the tension?

kind of in the subject my throttle pedal seems to be loose enough to jigle before actually making the cable pull (accelerate). whats the deal? the spring?
