steering problem

i have a 98 i30 whenever its cold n the car's not warm up the steering wheel seems to be hard and when i turn it it makes this squeeking sound does anybody have an idea what it may be.

power steering pump is a possibility, but more than likely its the rack and pinion. have it checked out.

I had changed my rack and pinion about a year ago do u think it may have to do with any belts that are probably worn out or something.
