starting issues

i am pulling my hair out because of this b.s. when i try to start my car cold i have to crank it forever and when it starts to pop i have to shut they key on and off to get it to pop, i have replaced the plugs wires cap rotor fuel filter and played with the timing nothing seems to be working, after a long time (usially jumping the car cause the battery went dead) it will start but not rev till it has warmed up once it is warm it starts fine.
