Starter removal problem!!!!

I happen to have a little problem with my 240s starter since i notice it was going out already i got one online. when i was ready to take off my old one I notice that the starter's bolts that hold it down are missing the actual head for me to wrench on to. there are only 2 bolts now holding the starter on place, the one above and one under are the broken ones.

Im not so sure what to do I cant seem to find that bolt drill.will it even work?

I called a shop the cheapest was 45 for the swap.When i told them about the bolts they said it depends, it might take alot of work. they have to see it. I can push start it there but what is a decent price for the labor?? I really need my 240 for work.any advice would be appreciated thank you very much.
