No, I have friends who are mechanics. According to provincial law, the only rule about rust/damage is, "There can be no holes into the cabin area." It makes no mention of material used or who can repair anything. It just ensures that no exhaust fumes enter the cabin area. An experienced person driving an 'unsafe' car is harmless compared to inexperienced people driving 'safe' cars. How much damage can a 240 cause? you say your intention is to have a car to take to the track, for autocross, drag or whatever.
you will never pass tech.
you also state its for some road use. this car is not safe for the road, and will not pass a proper safety inspection.

I thinking you're going a bit over the edge. I can agree that it's a lot of rust and may not be the most safe car on the road, but I don't think he's cutting that many corners if any. I'm not a welding expert so I can't really argue on if the way he's doing it is right or wrong, but I can tell you I've seen people that are very inexperienced fix and put on the road cars in much worse shape. I've seen people use liquid nails to attach body parts to frames.
