Let me be a little more clear. When trying to sell an inexpensive car, you want to spend as little money on it as possible. I would probably fix the brakes as it is a saftey issue. I would spent ZERO on cosmetics but spend as much time as you can making it shine. Oil change, fresh air filter, some new windshield wipers, a wash, and a vacuum are probably as far as I'd go.
