setting timing 1993d21 pickup 4cyl 5 speed

I replaced the timing chain and all associated components due to the timing chain sawing through the front cover and mixing the water in the oil. After careful reassembly the truck started right up. A test drive indicated a lack of power so I put a timing light on it. The timing is retarded and there is insufficient adjustment in the distributor to correct it. The manual switches between what the timing should be set at to "not able to adjust for the home mechanic??? " What am I missing?

The oil pump shaft was installed with the punch mark inline with the roll pin as directed in the assembly manual. The distributor end is almost vertical with the front of the engine but slightly counterclockwise as the manual showed. Could I be off one tooth on the shaft to crank gear??

Yeah you could definitely be off a tooth. I'd try pulling it out and re-setting it again... might take multiple attempts. Distributors seem to like to throw you curve balls like that whenever you have the engine part. Little bastards!
