Rust removal in Targa area

Hey guys :) Ive just gotten a 1991 Z32 2+2 N/A for my first car and am also a new member to this forum as a result. My car is in okay condition and needs few mechanical work done + a lot of cosmetic work. I am just slowly going through and replacing worn out interior bits at the moment (steering wheel, head unit, new oem shifter knob and boot + handbrake etc), all while teaching myself about cars and their workings.

Now to the point. I have rust around my targa top area and it just looks disgusting, to say the least. I've read that vinegar and acidic substances will do a good job of rust removal but I'm not too sure about how to go about this. Im not really educated on the whole painting of a car process and if possible I'd like to re-paint the targa area. Can someone please point me in the right direction for overcoming this problem with steps or advice?

Doesn't look like it needs welding...You're gonna have to sand it down to bare metal, prime it and paint it. There are plenty of videos on youtube on how to do this, also alot of written guides if you search the internet

Finally someone answered. It seems a very tough spot to perform this though but ill try it out.

Use a wire wheel, basically like a wire brush that you attach to a drill. Also, that black strip comes off in between the t-top section.

Another method is using a dremel tool that has a variable speed on it, they make bits the is small enough to fit in the tight spaces like that.
