I have a 2017 Nissan rogue sv and I bought fog lights to install. When putting them in I noticed the car was pre wired for them…connector to the fog lights and a connector behind the lower dash. The female connector that is already there is too big for the switch that came with the lights. Every time I search for a OEM switch, it comes up with the same ones that came with the lights and is too small. My question is will I be able to find a switch to fit or am I going to have to splice the new switch into the existing wires?

The factory fog switch isn't separate, it's part of the headlight/turn signal stalk. Nissan sells a kit which comes with the switch, but it isn't a simple installation, the steering wheel has to come off:

When I pulled the lower dash down, this connector was taped up in there (just like the fog light wires were). Is this for the fog lights? If not, what is it for?

That's M100 for the AWD Lock switch. If your ride doesn't have AWD then it will be taped back unused. You're wild goose chasing yourself, there is no OE fog light switch on the dashboard on any gen2 Rogue. The OE switch is part of the headlight stalk and is a matrix arrangement run by the BCM. If you want to learn how to fool the BCM using an external switch and a diode, read this:

PS - There is in fact no connection at all between the cabin and the fog lights. The BCM (which is under the dash) monitors the combination switch and commands the IPDM (which is in the engine box) via the CANbus to turn the lights on and off as needed. That's true of the entire lighting system except the brake, turn/hazard, and dome lamps.
