Removing front license plate AND plate anchors in bumper

After removing my front license plate bracket, I came across two anchors that extend about a quarter inch from the bumper. I need to know how to get these bad boys out, the proper way. I found a few threads concerning the issue, but the only thing I found were tips to file them down. Does anyone know if these are just barrell connectors that can be pulled out, or if they have a base to them behind the bumper? If there's a base (which there most likely is), what is the best way to take these suckers out, short of removing the bumper?

wow, your dealership at least put those on. my bumper just has two holes that were probably drilled in with the same screws that held the bracket on.
