The rims im goin to get have a nice lip and i wanna paint the lip same color as the car, now what would be the best way to go about this, could i bring it to a powder coat shop?? (would they be able to match the paint or get it close as possible??) and would powder coat be betta choice or painted? or do i just got to a good shop n get them done from them n im guessing its diff. kind of paint??? these the wheels by the way.

Both paint and powder coat will match pretty well. Paint would likely be cheaper but PC would be more durable. The cost of the paint would vary depending on how well you wanted it to match, brand of paint, etc. If you have a red or blue car, there are XXR wheels already with a red and blue lip.
