Passenger side wiper arm failure

I noticed while driving today that there was a weird noise coming from the wipers on my '01 I30 when they returned to their starting position. Closer inspection indicated that the passenger side wiper arm was making contact with the hood, and it seemed as if both wiper arms were returning to too low a position. Then the passenger side wiper stopped working all together. It shakes a bit when turned on, but does not function. The driver's side wiper is fine. Anyone have any ideas on what parts might be the culprit before I take it to the dealership?

That's kind of a strange way for it to fail. I would just check to make sure that the nut that holds the passenger wiper arm down is tight. Other than that, no clue.

How do I access the nut to see if it's loose? The wiper arm seems to be riding higher than normal too. From where it rests right now it looks like if I open the hood it will hit the wiper arm, which obviously is not normal.
