Pass emissions without a Cat?

Getting ready to register my 88 z Turbo but there is no Cat in the exhaust system. I have seen videos on Utube of people passing emissions without a Catalytic Converter. Does anyone know if that trick works on my 1988 300ZX turbo here in Colorado?

Get it tuned to operate below the emissions thresholds for testing parameters. Or put some cats back in because running catless is not worth the extra couple HP you gain.
