P1220 - chronic

My 1996 300zxTT has a chonic P1220 code plus fuel vapor order at read of the car. The FPCM, Fuel pump have been replaced with new units and ECU has been tested and passed. The FPCM still shows 13vdc and I'm told its supposed be 7.5 - 8.5vdc. Any ideas?

I apologize for not being an electrical mechanic, but in my experience I would assume there's some sort of short or grounded item, or as in my case a impossible-but-true thing such as a strand of wire bridging a terminal inside a connector on one of my VVT modules.
Look for the out of ordinary things and any signs of damage to connectors, as well as corrosion which is a long time devil to our vehicles.
