Wow, I run a small garage in massachusetts and I'd swap out an engine for $1800 parts and labor.
OK, first off, check that the swirl valve actuator rods haven't popped off, they are held on by some pretty cheesy metal clips. If all is good try to manually move both of them, one may be gunked up and simply removing the IM's and cleaning it will take care of it. If they both move ok than test that the electronic and vacuum side of things are ok......... The swirl valves are only functioning below (iirc) 1500 rpms below something like 150* coolant temp (both numbers may be off, I'm going by the top of my head) The swirl valve is actuated when the above conditions are met via an electronic selenoid that sends a vacuum signal to the swirl valve actuator. Despite the fact that you can't get the parts from nissan, you CAN remove the selenoid assembly (located on the VIAS) and replace the o-rings, they are located on the side of the upper manifold and to gain access pop off the goldish colored metal bracket that holds the swirl valve and vias selenoids in place. Hey, if worse comes to worse you can purchase an entire manifold frrom the junkyard for under $400, search on car-part.com. In fact you can pick up an entire DE-K engine for under $500 all day long. But it's very likely it is a failed o-ring or bad selenoid, I've seen that alot. For more info you can download the FSM at VQ35DE.com/ESM
If you do all repairs yourself expect to spend about $50 on misc. gaskets, plus the price of any VIAS parts that you may need from the junkyard (car-part.com) labor at a shop will be considerably higher, or go to maxima.org and find someone in the regionals section, there are some pretty hardcore guys like myself in the NC area that spend some time on there. Good luck, but $1800 is hard to swallow.
