No Pressure Before The Egr Bpt Valve failing smog

i have a 1990 240sx and i tested the EGR and its good. Replaced All the Hoses Near The Egr Valve. I Replaced The Bpt Valve but im not getting pressure to the bpt valve. is there any common problems of not getting pressure to the bpt valve? i need to pass smog

i have a sohc. and im thinking maybe to inspect the egr solenoid now

found this diagram but the vacuum tube 1 is hard to tell where the lines match up

i know now that my egr valve and cat is good. my bpt valve is good i get vacuum at rev now that the hoses are on correct, but no vacuum at cruise. i believe thats why im failing nox during my smog. timing is correct and idle.
