No power to ECU?

So I tried to jump to pull ecu codes from the OBD connector harness. Nothing flashed on the Dash (Check Engine light). The ECU Light was red. Could I have a bad ECU?. I been having a no start only cranking issue with no spark.

The ECU was just chipped and I bought it from someone.

For a Z32??
Check to make sure the chip is inserted in the proper orientation with the half moon indent inline with the board markings. Having it reversed will fry the chip when attempting to start the car.
