I would just get a gauge. Just put it inline on the return line where it comes out the back of the manifold. As Sehn said, trying to set it while the motor is running is practically impossible. Simply hotwire the fuel pump, remove the vac line, and adjust it till your gauge reads 36.3 psi. My gauge isn't that accurate, so I'll adjust to 36-37psi.
