well, I don't think you have to worry about underpowering the subs... rockford usually underestimates the power in their amps a bit, even in their punch line of amplifiers...
I would say, when you get the birthsheet, you will find that that amp probably actually produces anywhere in between 650 and 700 watts RMS at 1 ohm. as mentioned in this ebay add

that's not marketing hype, its what Rockford has ALWAYS done with their amplifiers... its their signature...
for example, the T1000-1bd amplifiers is suppoped to do 1000 watts at 1 ohms, but it actually produces about 1600 watts at 1 ohm... I know, this makes it difficult for folks that don't know about Rockford to accurately set up a sub amp combination. THis is often why many folks use to blow their speakers in the early days of RTockford fosgate when car audio was really taking off.. anyway, I think its mainly done because all amp manufacturers test their amplfiers at 14.4 volts... but in a real world aplication, your car's voltage probably drops down to 12.5 - 13.5 volts. So if you think you're getting 1000 watts RMS from an amp that claims 1000 watts, you aren't .. not in a real world setting when your car's electrical system is under load. So, if Rockford produces an amp that says 500 watts @ 1 ohm, you can be sure that in real world applications, your speakers will always be gettign AT LEAST 500 watts RMS power, even when the battery's voltage drops!
