so i went under my hood today just to fiddle around with some things and i take a look at my master cylinder and the cap to the reservoir is cut in half (literally cut like someone took a pair of shears to it) and i can see some marks where they tried cutting but stopped and started in again im raging at this and i dont know who the f**k would do this but how would i go about finding a right sized one from a pic-a-part do i measure the diameter of the reservoir and then find one that fits that

Makes you wonder what they were trying to accomplish... I think I would check my brake flex lines for tampering. If this was a misguided attempt to make your brakes fail, you want to make sure they didn't try other things as well.

I would think you could just take your old cap to a junkyard, or maybe even order one from a parts store or dealership? The parts places may even have them in the "help" section with all of the oil caps, window handles, etc.
