So I just noticed that the plastic wind deflector that resides directly under front bumper cover is in large part gone. The previous owner must have done some serious underbody scraping. I have no luck finding the part number for this. Several infiniti parts sites and nothing, it doesn't exist in any of the part diagrams. What's the deal?

All of our cars have them. Mine met it's death from pulling too close over one of those cement car-park stops. Luckily I was able to rescue it and have it re-attached at the dealer. My service guy told me a new one (cheap little bit of plastic / rubber) was about $300. I have an 07, and I doubt the part became cheaper with the newer models.
Your dealer's part department could probably give you the stock # and an estimate of the price so you can shop around and know if you're really getting the right part cheaper eslewhere.

Thanks man. That's like 5 times what I would be willing to pay. I guess I don't need it that much :)

I couldn't agree more, mate. You might want to consider something like this:

If I ever lose mine again, I may add this instead of the $300 dealer part.

so I research this a bit more and it turns out that the sport bumper (m37) has this thing integrated into the bumper cover. It is not a stand alone piece, but instead it is cast monolithically with the bumper cover. That would explain why no part number was available.
