Loud noise when it's cold

I asked this onece but didn't get a good answer so im putting it again. The thing is the car makes an annoying loud screatching sound when i turn the steering happens mostly when its cold out side and the engine is cold and along with i when its making the noice the powersteering goes on and off. I checked the PS fluid its red anc looks clean and is where it should be cold max when engine is cold and hot max when engine is hot.think its the serpentine belt and howmuch will cot cost to replace it in the dealershipthanks

The belt is easy to change, don't pay a dealer for that. It sounds like a power steering pump. After dinner, I will post instructions as to how to replace the belt.

is that mean i will have to change the pump too i just asked my dad he told me he changed the belt like 2mo's ago

It could possibly be the idler pulley on the power steering pump side. I would check the deflection on that belt first.
