License plate lights won't light, suggestions?

I hooked up 2 after market license plate lights that look similar to the link below. They have the brown power wire only as the black wire is not on it because they use the metal as the ground. Now I'm assuming the brown is power on the truck wiring also and the black is ground.

I wired brown to brown and the black wire coming from the truck wiring harness I attached to a metal bolt for the ground. I also see an orange wire which was disconnected and plugged it back into the other orange wire. When I turned on the headlights they do not go on.

I can't figure out what I'm doing wrong, any ideas?

Get a voltmeter and make sure you are getting 12 volts with the running lights on...
