Okay I like think, but that that compression you wont be able to boost much. So of you are building a turbo car, don't go that high. If building a high compression motor you can go to about 11.1:1. As for tuning, it going to be like any other where you can have it tuned using a daughter board. The big thing your tuning is the spark and fuel tables.
I would think properly build, reputable machine shop, check align bore, bore / hone, balanced rotating assembly, ARP rob bolts, main bolts, and head studs. With a proper set of cams, and tuning you could make 200hp NA with 11.0:1. Some supporting mods would be a nice long tube intake manifold and large throttle body.
Some of the things to check for is the new piston design, are they flycut? Has the piston to valve clearance changed?
