What they do is remove material around the base of the cam(the parts where the rocker arm makes contact when the valve is closed. This makes the difference from the base to the top of the cam lobe bigger. Then you adjust the shim to compensate for the additinal valve lash. It gets a bit more complicated in actuality as the lobe itself may be modified some too, but this is essentially how they make a higher lift cam out of an oem cam. JWT also sells cams, but they use fresh billets so the base diameter is OEM spec. But they are fairly pricey.
